It's good! Very much a product of its time, but good. The designs of the kaiju are great!
Personally, I'm in the Godzilla fandom for the kaiju.
YES! I know very few people who are super invested in the humans. Even in the old movies, while the human characters were often prominent/the main story focused, they always felt so secondary to the kaiju. Godzilla -1.0 sounds similar to Shin Godzilla, then, which focuses on the failures of Japan's bureaucracy and slow-to-act government. At no point did it feel boring, though, unlike a lot of the old movies' human-segments. I was very happy that KotM focused on the kaiju!
